Background Information/Cause:
'IRFCMM:11 value cannot be assigned to "UCLEN" (I) ' error is usually experienced due to lack of .Net Framework 4.6.1 or higher version in the system. Generally .Net Framework 4.6.1 is automatically installed with Process Runner as it is a pre-requisite but sometimes it may not install on your system and in such cases a pop-up is displayed informing user to install it manually.

It is suggested to download .NET Framework version 4.6.1 or higher manually. You can download the the same from here.
